2. add LICENSE

Add a LICENSE file to the ARC. This should be according to the publisher's license usually found on the publisher / journal website of the publication. To add a license,

1. Go to the ARC
2. Click the button "Add LICENSE"
3. Apply a license template. For CC-BY 4.0, copy the license text from https://choosealicense.com/licenses/cc-by-4.0/.
4. Commit changes (on suitable branch)

• If the publication is not open access or licensed under CC-BY, open new issue about this and flag it as important.
